Emergency Small Business Grants Now Available

The City of Roseburg has partnered with CCD Business Development Corporation to offer an opportunity for local, small businesses to receive economic aid due to the Coronavirus pandemic. Qualifying businesses can receive up to $25,000 in economic aid by applying for a COVID-19 Emergency Business Grant. The grant, funded by the Oregon Business Development Department (aka Business Oregon), was created for businesses who could not qualify for federal CARES Act funding, such as the Small Business Administration Paycheck Protection Program (PPP). Small businesses, who have 25 or fewer employees, can apply for economic relief through this generous program. Theresa Haga, Executive Director of the CCD Business Development Corporation, comments on distribution of the funds. “Many of our local businesses were hit hard by the economic downturn caused in part due to COVID-19,” says Haga. “To compound the problem, several businesses in our community could not qualify for federal funding. This grant program is for those businesses who were unable to get assistance. The funds are limited, however. That is why we encourage small business owners to apply as soon as possible.” Eligible grant amounts range between $2,500 and $25,000, and are dependent upon several factors in the application process. To qualify for the grant, businesses must meet the following criteria: 1. The small business must be located in Coos, Curry or Douglas County. 2. The business has 25 or fewer employees. 3. The business was adversely affected in either one of the two following ways: a. For profit and non-profit (limited to 501 (C) (3) corporations) businesses that were prohibited from operation as directed by the Governor’s Executive Order 20-12. b. For profit businesses that can demonstrate a one-month decline in sales greater than 50 percent in the month of March 2020 or April 2020 as compared against sales in the month of January 2020 or February 2020. Those non-profit businesses that can demonstrate a decline in revenue greater than 50 percent across the months of March 2020 and April 2020 as compared against the same period in 2019. 4. The business has been unable to access federal CARES Act funds including: a. The Paycheck Protection Program (PPP) b. Small Business Administration (SBA) Economic Injury Disaster Loan Emergency Advance program (EIDL) c. Other federal programs to date for emergency pandemic funding. Submit completed applications to covid19grants@ccdbusiness.com. Completed applications may require supporting documentation in order to receive funding. Supporting documentation may include: • Oregon Employment Department Form 132. • Financial statements that demonstrate a one-month decline in revenue greater than 50 percent. • Copies of eligible business expenses. • Copy of Schedule C (Form 1040) tax form, if a sole proprietor. There is no deadline to apply. However, the funds are limited and applications are reviewed on an ongoing basis.
