PATROL: Roseburg Police , OFFICER: RPD DATE/TIME: 12/30/2019 (11:00 AM) LOCATION: 800 W Stanton St. (St. Joseph's Church) Roseburg INCIDENT: Criminal Trespass CASE #: 196213 PERSON(S): (S) Hay-Chapman, Allan Jack (34) Roseburg, (S) Carstensen, Alexis Ann (21) Roseburg CHARGE(S): Hay-Chapman: Felon in Possession of a Restricted Weapon, Carrying a Concealed Weapon, Criminal Trespass II, Carstensen: Trespass II, Warrant-Contempt of Court (Douglas County Sheriff's Office) VEHICLE(S): White 2005 Ford Econoline DETAIL(S): Carstensen and Hay-Chapman were found trespassing at St. Joseph's Church. When contacted by police, Hay-Chapman refused to take his hands out of his pockets. When officers removed his hands from his pockets while affecting an arrest, he was holding a switchblade knife. Carstensen was found to have a warrant for her arrest. DISPO: Lodged at Corrections. PATROL: Roseburg Police , OFFICER: RPD DATE/TIME: 12/30/2019 (11:50 AM) LOCATION: 3000 Aviation, Roseburg INCIDENT: Theft II x 2 and PV CASE #: 196211 and 196214 PERSON(S): (S) Tompkins, Nicholas Paul (36) Roseburg CHARGE(S): Theft II x 2, Parole Violation VEHICLE(S): Red Toyota Tacoma DETAIL(S): Officer took a theft report at approximately 1000 hours, where Tompkins was on surveillance footage stealing car batteries from the car lot at 810 SE Stephens. A short time later, the officer responded to a call of a theft in progress at Home Depot and when they arrived they identified Tompkins as the suspect. He was charged for both cases and his PO placed a detainer on him as well. DISPO: Lodged at Corrections. PATROL: Roseburg Police , OFFICER: RPD DATE/TIME: 12/30/2019 (02:30 PM) LOCATION: 990 NW Veterans Way, Roseburg INCIDENT: Theft CASE #: 196216 PERSON(S): (S) 17 year old male, Roseburg CHARGE(S): Theft II VEHICLE(S): , DETAIL(S): A 17 year old male took a TV out of a room at the above location. When contacted he admitted to taking the TV and the item was recovered. DISPO: Cited and released.
