Roseburg Parks Issues Phase 1 Update

Roseburg, OR – Throughout the COVID-19 pandemic, the City of Roseburg Parks & Recreation Department has made every effort to keep our park system open and available, with the exception of Sunshine Park. There have been a number of restrictions on specific activities within our parks as required by the various executive orders issued by the Governor. Today, May 15, 2020, Douglas County is approved to begin Phase I reopening. The Oregon Health Authority (OHA) has issued a number of sector guidance documents that outline both requirements and recommendations for keeping Oregonians healthy and safe as we slowly reopen. A sector guidance document has been issued for organizations that provide outdoor recreation opportunities, which includes the City of Roseburg Parks and Recreation Department. The City is obligated to meet the required aspects of the guidance document and carefully consider the recommended portions of the guidance. To view the full list of OHA guidelines, please visit this link: https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le2342E.pdf Based on the requirements of the OHA sector guidance and consideration of additional guidance from the Centers for Disease Control (CDC) and the Oregon Recreation and Parks Association (ORPA), most of the specific activities that have been previously prohibited will, unfortunately, remain prohibited under Phase I reopening. Impacts to recreational activities within the City of Roseburg during Phase I reopening include: · Indoor sports are prohibited. · Organized athletics and/or contact sports such as basketball, baseball, softball, soccer, football, Lacrosse, etc. are prohibited. · Playgrounds, the skate park, picnic shelters, and outdoor sport courts will remain closed. · Sunshine Park will remain closed. · The half shell will not be erected. · Sand volleyball will remain closed. · Restrooms in Stewart Park will be reopened. We are in this together. Our continued compliance with all of the general requirements and recommendations for Phase I reopening such as: physical distancing, limitations on group sizes, personal hygiene, wearing masks, etc. will be the key to advancing to Phase II.
