A vehicle stopped in front of Smith for traffic in front of him, so he stopped as well. Ward was traveling behind Smith and did not stop in time, causing her to slam into the rear of Smith's truck.Ward's vehicle sustained major front end damage and appeared to be totaled. Smith's vehicle did not appear to sustain much damage, and he was able to drive it from the scene. There were no reported injuries. Ward arranged for her own tow. DISPO: Traffic Collision. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 11/03/2020 (04:00 PM) LOCATION: 1350 NE Stephens, Roseburg (Harbor Freight) INCIDENT: Theft CASE #: 204775 PERSON(S): (S) Rudolph, Mathew Dain (28) Roseburg CHARGE(S): Theft II VEHICLE(S): DETAIL(S): An officer witnessed Rudolph select $104 worth of merchandise from Harbor Freight and leave without paying. Rudolph tried to flee on his bicycle and stashed the property near McDonald's. He was detained nearby and the property was recovered. DISPO: Cited and Released. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 11/03/2020 (04:00 PM) LOCATION: 1400 Stewart Park Drive, Roseburg (Green Steel Bridge) INCIDENT: Hit and Run CASE #: 204773 PERSON(S): (S) Hernandez, Ruben Frausto (59) Roseburg CHARGE(S): Failure to Perform the Duties of a Driver VEHICLE(S): IN 2621807, White and Orange 1999 Freightliner truck with enclosed trailer DETAIL(S): On 11/02 Hernandez was traveling over the bridge when he drifted too far to the west side and struck two of the upper bridge supports. When the trailer struck the supports, it tore open the passenger front area of the trailer. Two of the supports were bent, and the City Engineer stated they would have to be replaced. Hernandez never made an effort to contact the city, or anyone, to see who the bridge belonged to. Hernandez was contacted at the trucking company office and he was charged with the listed offense.
