PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 02/17/2021 (01:03 PM) LOCATION: 2553 Stewart Parkway, Roseburg (Sherm’s) INCIDENT: Criminal Trespass CASE #: 210718 PERSON(S): (S) Surkamer, Russell Scott (65) Roseburg CHARGE(S): Criminal Trespass II, Resisting Arrest, Interfering with a Police Officer, Warrant – Failure to Appear (Roseburg PD) VEHICLE(S): 1994 red Honda Accord Oregon Plate (013HJJ) DETAIL(S): Officers responded to Sherm’s for a reported trespass complaint. Surkamer was previously trespassed from Sherm’s property and was back and refused to leave. He also had a warrant for his arrest out of Roseburg PD. Surkamer locked himself in his vehicle and refused to communicate with officers. After approximately an hour of negotiating with him, an officer sprayed pepper spray into the vehicle, causing Surkamer to exit his vehicle. Mitchell was very intoxicated and his Parole Officer requested he be detained for violating his parole stipulations. DISPO: Lodged at Corrections. Nagel was in one of the vehicles and during the investigation it was discovered he had a warrant for his arrest, and he also has a misdemeanor suspended license. DISPO: Cited and Released.
