Stapel was struck by Hopkins who was Eastbound on NE Garden Valley turning northbound on NE Stephens. Hopkins ran the red light causing the collision. Hopkins fled the scene and was contacted a few minutes later. The investigation concluded that Jones and Marlow assaulted Randolph at Randolph’s place of work. On 4/28/2021, Jones and Marlow turned themselves in at the Roseburg Police Department.
