His belongings and trash were around him. This parking lot belongs to the city and is a common problem area for camping. As the Officer explained the citation to Harding, he ran off. Whited was in the turn lane on Stephens, facing north. Both vehicles were inoperable and towed from the scene by Roseburg Towing. Whited had several people in the vehicle that were transported to Mercy via ambulance for treatment of minor injuries. Coate drove with a friend to Mercy for complaint of pain in her chest. Hardin refused to cooperate with Officers, even when advised he would be Tased, and had to be forced to the ground before being arrested without further incident. DISPO: Lodged at Corrections.
