The Douglas Forest Protective Association is raising Industrial Fire Precaution Levels to Level 3 across the Douglas District effective 12:01 a.m. Wednesday, July 15, 2026, tightening restrictions on when and how industrial operators can use fire and power-driven machinery in the woods.

The change applies to all private, county, state, and Bureau of Indian Affairs lands within the district, along with regulated use areas DG-1, DG-2, UA-1, UA-2, and all forestland within one-eighth mile of those areas. The Roseburg District BLM is included under the fire season declaration and carries its own Fire Prevention Orders on BLM-administered lands.

Under Level 3, using fire or power-driven machinery in any operation area is unlawful unless it complies with the new limits. Cable yarding systems are shut down at all times, with an exception for gravity-operated or approved motorized carriage systems that may run between 8 p.m. and 1 p.m. when all blocks and moving lines are suspended at least 10 feet above the ground.

A range of other activities are permitted only between 8 p.m. and 1 p.m., including power saws at loading sites, loading and hauling, blasting, welding, cutting or grinding metal, and any other spark-emitting operation not specifically named.

Ground-based operations such as tractor, skidder, feller-buncher, forwarder, and shovel logging, along with associated power saws, feller-bunchers, and tethered logging systems, are also allowed during those same hours, but only where mechanized equipment capable of building fire line is immediately available to reach and attack a fire start.

DFPA Lowers Fire Restrictions for Public and Industry Starting June 26

"With unseasonably hot and dry conditions, Umpqua National Forest officials will raise the fire danger level from 'low' to 'high' and Public Use Restrictions (PURs) will move to Stage 1 beginning at 12:01 a.m., Friday, June 19, 2026. In PURs Stage 1 all campfires are prohibited outside of Forest Service-constructed fire rings in designated recreation sites under a Forest Order.

Stage I PURs:

All campfires, charcoal or briquette fires, pellet fires, and any other open fires are prohibited outside Forest Service-constructed fire rings within designated recreation areas. Campfires fueled by pressurized fuel/propane are allowed. Campfires in wilderness are not prohibited.

Smoking is prohibited except within an enclosed vehicle, building or area cleared of flammable material at least three feet in diameter.

Internal Combustion Engine – Chainsaws – No chainsaw use is allowed from 1 p.m. to 8 p.m., with a one-hour fire watch requirement at all other times.

Motorized vehicles may operate only on designated trails and roads. Use of vehicles off National Forest system roads is prohibited except in an area devoid of vegetation within 10 feet of roadway or minimal travel over bare mineral soil to access dispersed camping sites.

Welding and explosives are prohibited.

Prevention is our strongest defense against human-caused wildfires. Visitors and local communities are urged to take extra precautions. As of 9 am on July 17, 2024, 5 fire starts have been confirmed in the Douglas District.

GLENDALE AREA:

Middle Fork Fire: located about 6.5 miles northeast of Glendale and estimated to be 1/10th of an acre in size. This fire is 100% lined, 100% mopped up, and in patrol status. 

Panther Creek Fire: located about 5.5 miles north of Glendale and estimated to be 0.7 acres in size.

This fire is currently 100% lined and in the process of being plumbed. Additional resources on this fire include a tender, fallers, and a squad. 

Lawson Creek Fire: located about 3.5 miles northeast of Glendale and estimated to be 3-4 acres in size. This fire is currently 100% trailed and in the process of being plumbed and mopped up. Additional resources on this fire include a tender and a faller. A 20-person crew has been ordered. A helicopter is currently enroute to assist with suppression.

ROCK CREEK AREA:

Jack Saddle Fire: about 14 miles northeast of Idleyld Park, on the Umpqua National Forest. This fire was located early this morning and is estimated to be 5 acres and creeping into the timber. Aerial resources are on the scene. Additional resources on this fire include a tender and a 20-person crew.  DFPA will continue to be engaged on this fire and others in the area.

ELKTON / SCOTTSBURG AREA:

Little Stony Fire: about 6 miles north of Highway 38. It is estimated to be 2.1 acres and is currently creeping and smoldering. Additional resources from the Coos Forest Protective Association (CFPA) and ODF’s West Lane District are onsite and actively engaged. Additional resources have been ordered for this fire, including a tender, a set of fallers, and a helicopter. 

This morning’s aerial reconnaissance took flight at approximately 9:40 am. A progress update with their findings will be shared in a later release.

Currently, no homes or structures are threatened by the identified fires.
