Under the LOW restriction level, non-industrial power saw usage, cutting, grinding, or welding of metal, cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property is allowed all day.

Off-road driving is allowed with landowner permission for motor vehicles, including motorcycles and all-terrain vehicles, but only on improved roads free of flammable vegetation, except for cultivating and harvesting agricultural crops. In PURs Stage 1 all campfires are prohibited outside of Forest Service-constructed fire rings in designated recreation sites under a Forest Order.

Stage I PURs:

All campfires, charcoal or briquette fires, pellet fires, and any other open fires are prohibited outside Forest Service-constructed fire rings within designated recreation areas. Campfires fueled by pressurized fuel/propane are allowed. Campfires in wilderness are not prohibited.

Smoking is prohibited except within an enclosed vehicle, building or area cleared of flammable material at least three feet in diameter.

Internal Combustion Engine – Chainsaws – No chainsaw use is allowed from 1 p.m. to 8 p.m., with a one-hour fire watch requirement at all other times.

Motorized vehicles may operate only on designated trails and roads. Use of vehicles off National Forest system roads is prohibited except in an area devoid of vegetation within 10 feet of roadway or minimal travel over bare mineral soil to access dispersed camping sites.

Umpqua National Forest Moves to Stage 1 Public Use Restrictions and High Fire Danger

On Friday, June 5, 2026, at approximately 1:00 a.m., the Douglas Forest Protective Association (DFPA) responded to a reported natural cover fire located approximately 5.6 miles southwest of Winston, Oregon.

Upon arrival, firefighters discovered an estimated 5-acre slash fire burning within an inactive timber harvest unit. Crews immediately initiated an aggressive initial attack utilizing four engines, a dozer, a water tender, and overhead command staff. Additional resources were requested and continued to arrive throughout the early morning hours.

Initial attack efforts successfully halted the fire's forward progression. The fire is now estimated to be between 12 and 15 acres in size and is 100% trailed, with approximately 40% of the fire perimeter secured with hose line.

Day shift resources have rotated into the incident and currently include personnel and equipment from the Oregon Department of Forestry's West Lane and Southwest Oregon districts, two water tenders, two dozers, and two contracted 20-person hand crews.

Visible smoke may remain in the area as firefighting resources continue suppression and mop-up operations throughout the day. Residents and travelers in the vicinity should expect to see smoke and fire personnel working in the area.

The cause of the fire remains under active investigation.

There are currently no homes or structures threatened by the fire.

On Friday, June 5, 2026, at approximately 1:00 a.m., the Douglas Forest Protective Association (DFPA) responded to a reported natural cover fire located approximately 5.6 miles southwest of Winston, Oregon.

Upon arrival, firefighters discovered an estimated 5-acre slash fire burning within an inactive timber harvest unit. Crews immediately initiated an aggressive initial attack utilizing four engines, a dozer, a water tender, and overhead command staff. Additional resources were requested and continued to arrive throughout the early morning hours.

Initial attack efforts successfully halted the fire's forward progression. The fire is now estimated to be between 12 and 15 acres in size and is 100% trailed, with approximately 40% of the fire perimeter secured with hose line.

Firefighters stopped the fire's forward spread quickly, and a DFPA dozer helped establish containment lines around the full perimeter. Mop-up operations were expected to continue today, and DFPA said limited smoke may still be visible in the area.

Tyee Road Fire — Umpqua

At approximately 1:30 p.m., firefighters from Kellogg Rural Fire Department responded to a natural cover fire near the 8000 block of Tyee Road in Umpqua. Upon arrival, they found an estimated two-acre fire burning uphill through steep terrain. DFPA engines arrived on scene at 2:13 p.m. and assumed incident command. The confirmed 1.8-acre fire was fully trailed, plumbed, and mopped up before being returned to the landowners.

Baby Bear Fire — Roseburg

At approximately 2:23 p.m., DFPA and private landowner resources responded to an estimated 15- to 20-acre industrial operator fire near Bear Creek Road in Roseburg. Crews found the fire mostly contained within the active operation, with no spread into adjacent timber stands. Additional resources were requested and provided by the Coos Forest Protective Association (CFPA).

Cool temperatures and precipitation aided suppression efforts. Crews working Thursday completed fire line around approximately 60 percent of the perimeter before securing for the evening. Crews returned Friday to continue progress toward full containment before transitioning the fire back to the landowner.

Morgan Creek Fire — Myrtle Creek

At approximately 3:21 p.m., DFPA crews responded to a single lightning-struck tree near the intersection of Morgan Creek and Gazley Road in Myrtle Creek. A fire measuring one-tenth of an acre was found and quickly extinguished and contained.

Three Fires Reported Across Douglas County on Thursday

DFPA DISTRICT (09/05/25): The Douglas Forest Protective Association (DFPA) has been actively involved in lightning reconnaissance and initial attack following an early morning lightning storm on September 5, 2025. There were 48 lightning strikes recorded across lands protected by DFPA.

Out of the 48 registered lightning strikes, DFPA crews have currently responded to 4 smoke investigations. Among these, two fires have been confirmed.

Fate Creek Fire – Myrtle Creek, ORE
Status: Initial attack in progress
Size: Estimated 1.5 acres
Location: Approximately 1 mile south of the 12000 block of South Myrtle Road
Resources: 2 Type 3 engines, 2 Type 6 engines, 1 water tender, 1 dozer, Air Attack, Type 2 helicopter, 1 set of fallers, additional DFPA ground resources en route
Threat to Structures or Homes: No
Details: DFPA’s camera detection confirmed a column of smoke in the area. DFPA ground and air resources engaged in an aggressive initial attack. The forward progress of the fire has been knocked down. Firefighters have completed a hose lay around the perimeter. Aerial resources have been released. Ordered fallers have arrived and will begin assisting in containment.

Deadman Fire – Myrtle Creek, ORE
Status: Initial attack in progress
Size: 1 lightning-struck tree
Location: 19 miles east of Myrtle Creek, nearest to Deadman Creek Road
DFPA Resources: 1 Type 6 engine
Threat to Structures or Homes: No
Details: A small column of smoke from a single-struck tree was located during DFPA’s aerial reconnaissance. The fire location borders lands protected by the Umpqua National Forest – Tiller Ranger District, and the Cow Creek Band of Umpqua Tribe of Indians’ land. Cow Creek Fire Management, Umpqua National Forest, and DFPA are engaged on this fire.

Lightning reconnaissance will continue throughout the district. A detailed report on today’s findings, as well as a progress update on the mentioned fires and the Dads Creek Fire located in Glendale, Oregon, will be released later today.

Fire Crews Tackle Fires After Lightning Strikes

The Douglas Forest Protective Association (DFPA) has been actively involved in lightning reconnaissance and initial attack following a prolonged lightning storm that resulted in 76 registered strikes, beginning at approximately 5 pm on Wednesday, September 3, 2025.

Overnight, crews from DFPA responded to a total of 14 smoke investigations. Of the 14 investigations, 2 were confirmed fires.

**Tyee Mountain Fire – Umpqua, ORE:** Located 1 mile north of Tyee Road, estimated to be 0.25–1 acre in size, is 100% lined and 95% mopped up.

**Brushy Butte Fire – Roseburg, ORE:** Located 8 miles southeast of Roseburg, estimated to be 0.02 acres, is 100% lined and 95% mopped up.

DFPA began aerial reconnaissance this morning around 8:45 am to survey the entire district for any signs of smoke. Ground personnel will continue their vigilant monitoring of the area and respond quickly to any reports of smoke. Additionally, camera detection operators will closely monitor 36 cameras, scanning for any indications of fire.

Chances of lightning persist throughout the day, with a forecasted high of 94 degrees in Roseburg, Oregon. Fire danger remains HIGH across lands protected by DFPA. Please continue following the established regulations to prevent human-caused fires.

An update on the progress of lightning reconnaissance will be shared later today, which will also include a containment progress report for the Dads Creek fire near Glendale, Oregon.
