Officers contacted her at the main entrance where she continued to refuse to leave or receive care. While Officers attempted arresting her, she fought against being handcuffed and placed in a patrol vehicle. Lasby was asleep in the driver’s seat. Lasby is on Parole and has a no contact stipulation in place, preventing her from having contact with Welter. Lasby was arrested and was found to possess a small amount of Heroin. During a subsequent search, Welter was also found to possess Heroin, and he was arrested. DISPO: Lodged at Corrections. The victim was only 14 years old during the time of the alleged contact. Trent was lodged at the Douglas County jail on separate charges, and he remained lodged on the new crimes. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 02/24/2020 (09:00 PM) LOCATION: 445 Main, Roseburg (Umpqua Bank) INCIDENT: Forgery CASE #: 200692 PERSON(S): (S) Richmond, Mitchell Thomas (28) Roseburg CHARGE(S): Forgery II, Theft II, Negotiating a Bad Check VEHICLE(S): DETAIL(S): Richmond allegedly attempted to cash a check at Umpqua Bank on 02/14/20 in the amount of $900.00.
