Operation of power-driven machinery for non-industrial property improvement or development on private lands.

Motor vehicles, including motorcycles and all-terrain vehicles, are only allowed on improved roads free of flammable vegetation, except for the cultivation and harvest of agricultural crops. Each vehicle traveling on forestlands must have an axe, shovel, and one gallon of water or a 2.5 lbs. or larger fire extinguisher. ATVs must have a 2.5 lbs. or larger ABC fire extinguisher. All other off-road driving is restricted at all times.

Industrial Fire Precaution Level 2

IFPL Level 2 applies to all lands protected by DFPA within regulated use areas DG-1, DG-2, UA-1, and UA-2, and all forestland within one-eighth mile thereof.

Under IFPL Level 2, the following activities may only operate between 8:00 p.m. and 1:00 p.m.:





Power saws (except power saws operating at loading sites);

It is with sadness and heavy hearts that we announce the passing of our beloved father, Ernest Basil Farley. He peacefully left this world on July 22, 2026 at the age of 94. While our hearts are heavy with grief, we find solace in honoring a life well-lived, filled with love, laughter and cherished memories. Ernie is survived by Gail Cole, his loving and caring partner of 4 years; his children, Sherry Whetstone (Dan) of Rescue, CA; Douglas Farley (Rosa) of Brownsville, TX, and James Farley (Mary) of Winston, OR, and stepchildren Terry Thomas (Steve) Roseburg, OR, and Susan Hand (John) of Oneonta, AL; his 13 grandchildren; and his 13 great-grandchildren. He is preceded in death by Rosemary Farley, his devoted first wife of 57 years and Catherine Farley, his loving second wife of one year four months. He is also preceded in death by his daughter Christine Payne, son-in-law Tom Payne; and stepchildren, Glynda Tucker and Bob Knapp; and his grandsons Shaun Foster and Channing Whetstone. Ernie also leaves behind many other relatives and life-long friends. Ernest Farley was born in Asher OK to the late Robert Farley and Laura Holt. When he was 6, his family moved to Tenmile, Oregon. Ernie proudly joined the U.S. Air Force in 1949 and was stationed in the Korean Peninsula. After he returned from Korea, he married his sweetheart, Rosemary in 1952. During his years of service, he and his family were stationed at Air Force bases in Arizona, Washington, California, Nebraska, Japan, and Arkansas. For his dedicated years of service and bravery, Ernie received the Distinguished Flying Cross, the Republic of Korea War Service Medal, and the U.S. Military Air Medal along with numerous other awards. After 23 years of distinguished service and achieving the rank of a Senior Master Sergeant, Ernie retired from the United States Air Force and moved to Roseburg, Oregon. Ernie found joy in the simple pleasures of life. Ernie’s favorite pastime was fishing and telling fishing stories. Ernie also loved spending time cheering on the Oregon Ducks, watching sports games on TV, traveling across country in his motor home and spending time visiting family and friends. The highlight of Ernie’s year always was the family vacations. Ernie’s greatest joy was spending time with his family. He was a family man through and through – a son, brother, father, grandpa, and friend – whose presence brought comfort and laughter to those around him. Ernie’s legacy lives in the hearts of all who knew and loved him. He will be deeply missed and forever remembered. "Twenty-eight years may sound like a very long time to volunteer to do the job, but the time went by extremely fast," Rich wrote. "I really enjoyed being mayor. I had a lot of fun doing it."

Rich thanked Roseburg residents for entrusting him with the position and encouraged City staff and councilors to remain focused on serving the community as Roseburg prepares for new leadership.

"Roseburg is truly blessed to have such wonderful people living here," Rich wrote. "I will be forever grateful to the citizens of Roseburg for giving me the opportunity to serve."

Rich will continue serving as mayor through the remainder of his current term, which concludes December 31st, 2026.

The change follows decreased temperatures and improved overnight moisture recovery.

With the level changing to HIGH, certain activities that were previously prohibited will be allowed during specific hours. Non-industrial power saw usage, the cutting, grinding, or welding of metal, the cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property will now be allowed before 10 a.m. or after 8 p.m.

There is no change to the Industrial Fire Precaution Level (IFPL), which will remain at Level 3 district wide.

DFPA also issued an enforcement warning, saying it has responded to multiple Public Use Restriction violations in the past week, including prohibited debris burning. The association reminded the public that violations will result in citations and fines. If an unauthorized fire escapes, causes damage, or requires firefighting resources, the responsible party may be liable for damages and suppression costs.

A violation will follow the offender for at least five years, according to DFPA, which noted that all violations are tracked statewide."
