It is with sadness and heavy hearts that we announce the passing of our beloved father, Ernest Basil Farley. He peacefully left this world on July 22, 2026 at the age of 94. While our hearts are heavy with grief, we find solace in honoring a life well-lived, filled with love, laughter and cherished memories. Ernie is survived by Gail Cole, his loving and caring partner of 4 years; his children, Sherry Whetstone (Dan) of Rescue, CA; Douglas Farley (Rosa) of Brownsville, TX, and James Farley (Mary) of Winston, OR, and stepchildren Terry Thomas (Steve) Roseburg, OR, and Susan Hand (John) of Oneonta, AL; his 13 grandchildren; and his 13 great-grandchildren. He is preceded in death by Rosemary Farley, his devoted first wife of 57 years and Catherine Farley, his loving second wife of one year four months. He is also preceded in death by his daughter Christine Payne, son-in-law Tom Payne; and stepchildren, Glynda Tucker and Bob Knapp; and his grandsons Shaun Foster and Channing Whetstone. Ernie also leaves behind many other relatives and life-long friends. Ernest Farley was born in Asher OK to the late Robert Farley and Laura Holt. When he was 6, his family moved to Tenmile, Oregon. Ernie proudly joined the U.S. Air Force in 1949 and was stationed in the Korean Peninsula. After he returned from Korea, he married his sweetheart, Rosemary in 1952. During his years of service, he and his family were stationed at Air Force bases in Arizona, Washington, California, Nebraska, Japan, and Arkansas. For his dedicated years of service and bravery, Ernie received the Distinguished Flying Cross, the Republic of Korea War Service Medal, and the U.S. Military Air Medal along with numerous other awards. After 23 years of distinguished service and achieving the rank of a Senior Master Sergeant, Ernie retired from the United States Air Force and moved to Roseburg, Oregon. Ernie found joy in the simple pleasures of life. Ernie’s favorite pastime was fishing and telling fishing stories. Ernie also loved spending time cheering on the Oregon Ducks, watching sports games on TV, traveling across country in his motor home and spending time visiting family and friends. The highlight of Ernie’s year always was the family vacations. Ernie’s greatest joy was spending time with his family. He was a family man through and through – a son, brother, father, grandpa, and friend – whose presence brought comfort and laughter to those around him. Ernie’s legacy lives in the hearts of all who knew and loved him. He will be deeply missed and forever remembered. Service details will be posted early spring 2027 on Taylor’s Family Mortuary’s website.

"I am at a point in my life where I want to play more, and work less," Rich wrote in a letter to City staff and councilors. "There are still places in this world that I would like to see and visit before I can't travel anymore."

Rich said his nearly three decades as mayor passed quickly and gave him opportunities to meet many people throughout the community.

"Twenty-eight years may sound like a very long time to volunteer to do the job, but the time went by extremely fast," Rich wrote. "I really enjoyed being mayor. I had a lot of fun doing it."

Rich thanked Roseburg residents for entrusting him with the position and encouraged City staff and councilors to remain focused on serving the community as Roseburg prepares for new leadership.

"Roseburg is truly blessed to have such wonderful people living here," Rich wrote. "I will be forever grateful to the citizens of Roseburg for giving me the opportunity to serve."

Rich will continue serving as mayor through the remainder of his current term, which concludes December 31st, 2026.

"As Roseburg begins with new leadership and direction, please continue to stay focused on doing your part to keep Roseburg a great place to live and call home," Rich wrote. "I firmly believe that Roseburg is the best small town in Oregon."

"The Douglas Forest Protective Association (DFPA) will lower the fire danger level and public use restrictions to HIGH, effective 12:01 a.m. on Wednesday, August 12, 2026, for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District. The change follows decreased temperatures and improved overnight moisture recovery.

With the level changing to HIGH, certain activities that were previously prohibited will be allowed during specific hours. Non-industrial power saw usage, the cutting, grinding, or welding of metal, the cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property will now be allowed before 10 a.m. or after 8 p.m.

There is no change to the Industrial Fire Precaution Level (IFPL), which will remain at Level 3 district wide.

DFPA also issued an enforcement warning, saying it has responded to multiple Public Use Restriction violations in the past week, including prohibited debris burning. The association reminded the public that violations will result in citations and fines. If an unauthorized fire escapes, causes damage, or requires firefighting resources, the responsible party may be liable for damages and suppression costs.

A violation will follow the offender for at least five years, according to DFPA, which noted that all violations are tracked statewide."

The 2026 Douglas County Fair runs Wednesday, August 5 through Saturday, August 8 at the Douglas County Fairgrounds in Roseburg, with four nights of headline entertainment included in the price of gate admission. Adult admission is $10 at the gate, or $8 during pre-sale, which ends July 18. A week pass costs $40, or $35 in advance. Children 12 and under enter free. Teens receive $2 off with a canned food donation. This year's theme, "Fair, Fun & Freedom," marks the 250th anniversary of the signing of the Declaration of Independence. Organizers plan patriotic decorations and displays throughout the grounds. The Oregon Health Authority awarded Aviva Health $5,036,238.35 across two funded projects, making the organization one of only a handful of award recipients statewide to receive funding for multiple projects. The combined award ranks as the fifth-largest Catalyst Award allocation in Oregon and is the largest Catalyst Award investment awarded to any organization in Douglas County.

"This investment represents an extraordinary opportunity for Aviva Health and Douglas County," said Mark Tsuchiya, marketing and development director at Aviva Health. "These projects address two of the greatest challenges facing rural healthcare today: developing the workforce our communities need and ensuring providers can seamlessly share information to deliver coordinated, high-quality care. The Catalyst Awards will fund two transformational initiatives designed to strengthen Douglas County's healthcare workforce and improve access to care for years to come.

The first award will support Aviva Health's Grow Your Own Dental Workforce Initiative, an effort to address Oregon's shortage of dental professionals by building a local pipeline of future providers. The project will expand clinical capacity by adding new dental operatories in Roseburg and Myrtle Creek while creating education and career pathways through partnerships with a variety of academic institutions across the state.

The initiative also will expand student clinical rotations, mentorships and preceptorships while supporting advanced certifications for dental assistants, helping more students train, live and ultimately practice in rural Oregon.

The second award will fund Aviva Health's transition to the OCHIN Epic Electronic Health Record (EHR), a platform also used by other Douglas County healthcare organizations and Federally Qualified Health Centers across the state. By improving interoperability among healthcare organizations, the collaborative will strengthen care coordination, streamline referrals, improve secure information sharing and provide clinicians with more timely access to patient information.

The project will enhance collaboration across primary care, behavioral health, dental, pharmacy, and specialty services, creating a more connected healthcare experience for patients throughout Douglas County.

The awards were made through the Oregon Health Authority's Rural Health Transformation Program, which supports innovative, community-driven projects that improve health outcomes, expand access to care and strengthen healthcare systems in rural Oregon.

The statewide competition was exceptionally competitive. The Oregon Health Authority received 583 proposals from 353 organizations requesting more than $830 million in funding. With only $160 million available, selected projects represented less than 17% of the total funding requested.
