Roseburg Police Patrol Logs On March 4th, 2020 around 2:05 P.M. the Roseburg Police Department investigated an assault that occurred in front of Roseburg High School, outside the school fencing. This incident involved an 18 year old victim, three 15 year old suspects, and one 16 year old suspect. All of the juvenile suspects were later arrested and charged with Assault in the Third Degree. When this release was made, some people in the community thought it happened on school property. This amendment to the release is to clarify that it did not occur on Roseburg High School property, and did not involve any Roseburg High School students. The juveniles in this incident are from a Roseburg alternative school, and were at the Roseburg High School campus for a bus transfer. They allegedly saw the victim walking by the school on the sidewalk, and they left the parking lot to confront him about a previous incident. It was during this confrontation that the assault occurred. No students or staff from Roseburg High School were involved in the incident. The officer located the vehicle parked at Hucrest Family Dentistry, sideways in a parking space, with front end damage and found Eck inside. Eck admitted to taking medications prior to driving. Eck performed poorly on SFST's and was placed under arrest. She blew a 0.00 BAC and a DRE evaluation was completed. He was located at his residence on Rice in Roseburg and was cited for the offense. Today she returned to the store and filled her cart with items. Monaghan paid for a few of the items and was caught by the checker at the door, because her receipt did not match the amount of groceries in the cart. Monaghan agreed to go back to the register and pay for the items in the cart she originally did not pay for. When Monaghan paid for her items, she only paid for about one half of them (failing to pay for $89.84 worth). The Officer located the suspect who confessed to the illegal behavior. The Officer located Choate at the Skate Park, who was visibly impaired and was unable to safely perform field sobriety tests. He was placed under arrest and was transported Corrections where he provided a .26%BAC. Officers found out he had four confirmed warrants for his arrest. John was taken into custody without incident and transported to corrections. He returned with the listed warrant and he was taken into custody. DISPO: Lodged at Corrections
