When officers contacted Harding, he was arguing with a bicyclist while holding a large knife. Harding was in the roadway with his shopping cart blocking eastbound lanes of travel on Garden Valley. Harding was extremely agitated and in a psychotic-like state of mind. He took off running, darting in and out of traffic when officers confronted him. Harding refused to stop as he darted toward a crowd of people waiting in the parking lot to order food from Panda Express. Due to his volatile behavior and potential threat to bystanders, Harding was tased and taken into custody without further incident. DISPO: Lodged at Corrections. No one realized it was a toy and they were afraid Green was going to shoot someone. DISPO: Cited and Released.
