Harris was found near Chevron where he refused to identify himself. After a brief struggle, Harris was detained and transported to Corrections. DISPO: Lodged at Corrections. After the argument, Dalton went to Dalton's apartment and was yelling and banging on the door. Dalton kicked a flower pot belonging to Richard, causing the bottom to break. Katrina's license was also suspended. DISPO: Neither car needed a tow, Katrina was cited for the above violations. Officers attempted to take him into custody and he pushed towards us and then pulled his arms away from us. After a struggle on the ground we were able to force him into custody. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/12/2021 (11:45 PM) LOCATION: NE Airport Rd./NE Exchange Ave. Roseburg INCIDENT: Non-injury Traffic Crash CASE #: 211113 PERSON(S): (D1) McLeod, Morgan (25) Roseburg, (VIC) Clark, Kevin (56) Roseburg, (VIC) Clark, Miyuki (67) Roseburg CHARGE(S): D1- Careless Driving (Accident), DWS-Violation, Driving Uninsured VEHICLE(S): OR/#709HJC White Chevrolet Cobalt DETAIL(S): Morgan was driving northbound on NW Airport Rd. at a high rate of speed and failed to follow the right hand turn where Airport Rd. turns into Exchange Ave. Morgan crashed into the home at 130 NE Exchange Ave. causing damage to the home, two cars in the driveway, and shearing off the natural gas meter. Morgan was not injured and Roseburg Towing responded to tow the vehicle. Avista and Roseburg Fire assisted with turning off the natural gas. DISPO: Morgan was issued the above citations and the car was towed. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/13/2021 (03:32 AM) LOCATION: 2873 W Sanders Avenue, Roseburg, OR 97471 INCIDENT: PV CASE #: 211116 PERSON(S): (S) Caporale, Alek Joel (25) Roseubrg CHARGE(S): Parole Violation VEHICLE(S): DETAIL(S): Officer contacted Alek at the above location after he was called in to DCEC for being naked in the front yard and screaming. Prior to contacting Alek, officer called his Parole Officer who authorized a detainer for a Parole Violation. DISPO: Alek was taken in to custody and lodged at Corrections. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/13/2021 (12:30 PM) LOCATION: 929 NW Garden Valley Blvd. Roseburg INCIDENT: Theft CASE #: 211123 PERSON(S): (S) Harrelson, Kristina Kay (60) Roseburg CHARGE(S): Theft III, Criminal Trespass I VEHICLE(S): DETAIL(S): Harrelson entered Fred Meyer after being trespassed many times by employees and officers. Harrelson disregarded loss prevention employees and left with a beer. She was found at the duck pond and admitted to stealing the beer. DISPO: Cited and released. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/13/2021 (12:30 PM) LOCATION: Harvard/Madrone, Roseburg INCIDENT: 12-17 CASE #: 211122 PERSON(S): D1- Lake, Sarah (20) Roseburg, D2- Clark, David (43) Roseburg CHARGE(S): Dangerous Left Turn VEHICLE(S): V1- Jeep Cherokee (OR 494LWR), V2- Subaru Legacy (OR 521HQQ) DETAIL(S): D1 was attempting to make a left turn onto Harvard from the gas station when a driver in the outer lane stopped and waved her on and she proceeded to pull out on to the busy roadway, causing a collision with a vehicle in the slow lane.D2 was driving East on Harvard and was side swiped by D1. Both vehicles were driven to the Adapt parking lot where drivers exchanged information. One passenger was transported to Mercy Medical Center because he has a history of seizures.D1 drove to a nearby residence and D2 was towed from the parking lot by Roseburg Towing.D1 was cited for Dangerous Left Turn and educated. CHARGE(S): Cloud: UP/UD Heroin, UP/UD Methamphetamine, and DWS-Misdemeanor., Jensen: Oregon State Parole Board Warrant VEHICLE(S): M716376-silver 04 Suzuki BX80 DETAIL(S): Dispatch received a report of a drug deal in the parking lot of Gaddis Park. Officer contacted Adam Jensen and David Cloud in the parking lot and arrested Cloud for DWS-Misdemeanor. Cloud was in possession of a substantial quantity of methamphetamine and heroin. He also had over $1,000 of cash and scales. Jensen had the listed warrant. DISPO: CBA. The items were recovered and later released back to the residence. Courtney was taken into custody without incident. DISPO: Courtney was cited and released on scene. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/13/2021 (11:15 PM) LOCATION: 780 NW Garden Valley Blvd, Roseburg INCIDENT: Reckless Driving CASE #: 211129 PERSON(S): (S) Crosier, Lyle Walter (19) Roseburg CHARGE(S): Reckless Driving VEHICLE(S): Red 1991 Mazda Miata CA/6AZC644 DETAIL(S): Lyle Crosier was driving recklessly in the parking lot of 780 NW Garden Valley. He was driving at a rate of speed that was too high for the parking lot and spun at least ten circles while squealing his tires. There were several motorists driving around the lot, buildings, a couple of his friends parked in the middle of the lot, light posts and curb islands that were at risk of being struck by his vehicle. There were numerous burn out and tire marks on the parking lot that caused damage to the pavement., Crosier was issued a citation for Reckless Driving and released on scene. Crosier was additionally trespassed from the property under a standing request from the property supervisor. DISPO: Cleared by arrest. Employees tried to stop Harrelson from leaving as she walked towards the exit. Harrelson pushed Fisher (Fred Meyer employee) and threatened to bite him. Harrelson eventually left with the wine. Harrelson was found at the Duck Pond and placed under arrest. DISPO: Harrelson was lodged at Corrections. He was found walking on Stewart Parkway and detained. Krebs gave officers a false name and refused to identify himself. He was transported to Corrections where he was identified. Travis shoved his grandfather and threw a glass of water on his grandmother. Travis threw things around the house and yelled at them, talking about paranoid things. Travis refused multiple requests and orders from his grandparents to leave their house. DISPO: Lodged in jail. VEHICLE(S): DETAIL(S): Multiple businesses reported an unwanted male asking for free merchandise, and the investigation substantiated he was Marc Harper and had stolen from inside Albertson's, from which he's been previously prohibited. DISPO: Officer(s) found Harper at another nearby business and cited him in lieu of custody on the listed charges. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 03/14/2021 (11:56 PM) LOCATION: 1816 SE Eddy, Roseburg INCIDENT: Strangulation CASE #: 211141 PERSON(S): (S) Katter, Jonathan David (30) Roseburg, (V) Eichman, Brook Raelynn (41) Roseburg CHARGE(S): Strangulation VEHICLE(S): DETAIL(S): Jonathan placed Brook in a choke hold by getting behind her and encircling his arm around her neck after the two hit and shoved each other. Brook said she couldn't breathe and started to see "tunnel vision" and black as the choke hold continued. Jonathan later corroborated the choke hold and said Brook needed to calm down so he tried to put her to sleep by putting her in a sleeper hold.
