Dear DTO Members and Friends:

It is with deep sadness that I write to share that Bob Ragon passed away last night. After a strong fight against cancer earlier this year, the disease returned quickly and aggressively. Bob was admitted to Mercy Hospital only a couple of days ago. Our deepest sympathies are with Bob’s family, and we will always be grateful for his service to our industry.

Bob was our past DTO Executive Director, and quite possibly its most legendary. He was a fighter who never lost hope for our industry. He never stopped working, and even during his illness he came to the office daily, putting his skills to work on timber and land deals.

For me personally, Bob is the reason I care about this industry and timber communities. On countless trips to Washington, D.C., when I was a young congressional staffer, Bob was the face of our industry with the Oregon congressional delegation. He was the jolly ringleader of the “Douglas County Timber Mafia.” He was tough, relentless, and knew every policy issue better than any member of Congress or bureaucrat. Outside our office meetings, I genuinely enjoyed spending time with him on those D.C. trips. Bob reminded me of home, kept me grounded, and maintained high expectations of me.

Bob began his timber career in Oregon with the U.S. Forest Service, at both the Olympic and Willamette National Forests. In 1976, Bob was hired by the Hines Lumber Company in Burns, working as assistant timber manager. Later that year, Fred Sohn recruited Bob to be timber manager for Sun Studs. While there, DTO honored him with the Tough Tree Award in 1990. He was only the second person ever to receive it.

Bob was a tough act to follow as Executive Director of DTO. No one could match his technical understanding of timber and lumber markets, how a mill works, or the long game of policy battles.

In a 2005 interview, Bob said:

“Let’s see what we can do to help solve our own problem, because if we wait for somebody else to solve our problems, it’s going to be a long time coming.”

Bob was right. The passion he brought to our industry never faded, and that may be his lasting challenge to those of us who now carry the torch.

DTO Program Manager Tina Roy says of Bob: “I feel incredibly fortunate that Bob Ragon was the person who welcomed me into the DTO family as I began my second career after 30 years with Douglas County. He took me under his wing, shared his knowledge and humor generously, and made sure I was introduced to people throughout the industry who became lifelong friends.”

DTO Past-President Tim Vredenburg says: “Bob was a force. I had the privilege of knowing him for most of my life, and he became one of my most important mentors and advisors. What many people will never fully know is the extent of Bob’s influence. He helped shape national policy and influenced decisions at the highest levels of government that have had a lasting impact on forest policy and our communities. His legacy will be felt here for generations, and I will always be grateful for his mentorship, his friendship and everything he taught me.”

Planning responsibly for the future of Roseburg Schools means looking honestly at how our enrollment, facilities and resources have changed, and making thoughtful decisions that keep our school system aligned with our long-term vision and Strategic Plan, even when those decisions are difficult.

During last night’s School Board work session, Superintendent Jared Cordon presented a recommendation to close Fir Grove Elementary at the conclusion of the 2026-27 school year. This would consolidate our elementary school system from eight schools to seven.

The recommendation follows years of facilities study and long-range planning and reflects several interconnected factors, including declining enrollment, available elementary school capacity, student experience and educational opportunity, aging facilities, financial pressures and responsible stewardship of taxpayer resources.

This is a recommendation, not a final decision. The School Board will consider the recommendation, supporting analysis and public input, with the goal of making a decision prior to the end of 2026.

Fir Grove is a valued part of Roseburg Schools. Generations of students have learned there, staff have dedicated themselves to helping students grow and families have built lasting relationships and a strong sense of community around their school.

We know a school is much more than a building, and we recognize how significant a change like this would be for the students, staff and families who make up the Fir Grove community.

At the heart of this recommendation is a larger goal: making sure we can continue strengthening the educational experience we provide students while building a school system that is sustainable for the future.

Over the past decade, enrollment across Roseburg Schools has declined nearly 11%, while we continue to operate essentially the same network of schools. Our elementary schools are using about 74% of their combined functional capacity, while state facility assessments identify approximately $47.7 million in elementary facility needs over the next 10 years.

Consolidating our elementary system would better align our schools, staff, facilities and resources and give us greater flexibility to invest in the people, programs and opportunities that directly support students. Concentrating enrollment across fewer schools can give the district greater flexibility to balance class sizes, avoid blended-grade classrooms and strengthen grade-level teaching teams.

Aligning to thrive means planning responsibly before challenges become crises. It means being willing to make difficult decisions when needed, using our resources responsibly and keeping our focus on providing the strongest educational experience possible for students.

DFPA NEWS RELEASE: Due to increasing temperatures and lowering relative humidity across lands protected by the Douglas Forest Protective Association (DFPA), Public Use Restriction Levels will increase to MODERATE effective 12:01 a.m., Wednesday, September 9, 2026, for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District.

Additionally, the Industrial Fire Precaution Level (IFPL) will increase to Level 2, effective 12:01 a.m., Wednesday, September 9, 2026, within the Douglas Forest Protection District, for all regulated use areas, and all forestlands within one-eighth mile of those areas, including lands managed by the Roseburg District Bureau of Land Management (BLM).

IFPL (Industrial Fire Precaution Level) levels within the Douglas Forest Protection District will change to IFPL LEVEL 2, in regulated use area (s) DG-1, DG-2, UA-1, UA-2, and all forestland within one-eighth mile thereof.

What does this change mean to the public?

Under Moderate Public Use Restrictions, the following activities are only permitted before 1:00 p.m. or after 8:00 p.m.:





Non-industrial power saw use;



Cutting, grinding, or welding of metal;

Each vehicle traveling on forestlands must have an axe, shovel, and one gallon of water or a 2.5 lbs. or larger fire extinguisher. ATVs must have a 2.5 lbs. or larger ABC fire extinguisher. All other off-road driving is restricted at all times.

Douglas Forest Fire Restrictions Move To Moderate

It is with sadness and heavy hearts that we announce the passing of our beloved father, Ernest Basil Farley. He peacefully left this world on July 22, 2026 at the age of 94. While our hearts are heavy with grief, we find solace in honoring a life well-lived, filled with love, laughter and cherished memories. Ernie is survived by Gail Cole, his loving and caring partner of 4 years; his children, Sherry Whetstone (Dan) of Rescue, CA; Douglas Farley (Rosa) of Brownsville, TX, and James Farley (Mary) of Winston, OR, and stepchildren Terry Thomas (Steve) Roseburg, OR, and Susan Hand (John) of Oneonta, AL; his 13 grandchildren; and his 13 great-grandchildren. He is preceded in death by Rosemary Farley, his devoted first wife of 57 years and Catherine Farley, his loving second wife of one year four months. He is also preceded in death by his daughter Christine Payne, son-in-law Tom Payne; and stepchildren, Glynda Tucker and Bob Knapp; and his grandsons Shaun Foster and Channing Whetstone. Ernie also leaves behind many other relatives and life-long friends. Ernest Farley was born in Asher OK to the late Robert Farley and Laura Holt. When he was 6, his family moved to Tenmile, Oregon. Ernie proudly joined the U.S. Air Force in 1949 and was stationed in the Korean Peninsula. After he returned from Korea, he married his sweetheart, Rosemary in 1952. During his years of service, he and his family were stationed at Air Force bases in Arizona, Washington, California, Nebraska, Japan, and Arkansas. For his dedicated years of service and bravery, Ernie received the Distinguished Flying Cross, the Republic of Korea War Service Medal, and the U.S. Military Air Medal along with numerous other awards. After 23 years of distinguished service and achieving the rank of a Senior Master Sergeant, Ernie retired from the United States Air Force and moved to Roseburg, Oregon. Ernie found joy in the simple pleasures of life. Ernie’s favorite pastime was fishing and telling fishing stories. Ernie also loved spending time cheering on the Oregon Ducks, watching sports games on TV, traveling across country in his motor home and spending time visiting family and friends. The highlight of Ernie’s year always was the family vacations. Ernie’s greatest joy was spending time with his family. He was a family man through and through – a son, brother, father, grandpa, and friend – whose presence brought comfort and laughter to those around him. Ernie’s legacy lives in the hearts of all who knew and loved him. He will be deeply missed and forever remembered. ROSEBURG, Ore. – Roseburg Mayor Larry Rich notified City staff and the Roseburg City Council Tuesday that he will not seek reelection after serving 28 years as mayor.

Rich, who has served as mayor since 1998, said he believes the conclusion of his current term is the right time to step aside. He will be 71 when his term ends.

"I am at a point in my life where I want to play more, and work less," Rich wrote in a letter to City staff and councilors. "There are still places in this world that I would like to see and visit before I can't travel anymore."

Rich said his nearly three decades as mayor passed quickly and gave him opportunities to meet many people throughout the community.

"Twenty-eight years may sound like a very long time to volunteer to do the job, but the time went by extremely fast," Rich wrote. "I really enjoyed being mayor. I had a lot of fun doing it."

Rich thanked Roseburg residents for entrusting him with the position and encouraged City staff and councilors to remain focused on serving the community as Roseburg prepares for new leadership.

"Roseburg is truly blessed to have such wonderful people living here," Rich wrote. "I will be forever grateful to the citizens of Roseburg for giving me the opportunity to serve."

Rich will continue serving as mayor through the remainder of his current term, which concludes December 31st, 2026.

The change follows decreased temperatures and improved overnight moisture recovery.

With the level changing to HIGH, certain activities that were previously prohibited will be allowed during specific hours. Non-industrial power saw usage, the cutting, grinding, or welding of metal, the cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property will now be allowed before 10 a.m. or after 8 p.m.

There is no change to the Industrial Fire Precaution Level (IFPL), which will remain at Level 3 district wide.

DFPA also issued an enforcement warning, saying it has responded to multiple Public Use Restriction violations in the past week, including prohibited debris burning. The association reminded the public that violations will result in citations and fines. If an unauthorized fire escapes, causes damage, or requires firefighting resources, the responsible party may be liable for damages and suppression costs.
