The following is a statement from Roseburg Schools.

Planning responsibly for the future of Roseburg Schools means looking honestly at how our enrollment, facilities and resources have changed, and making thoughtful decisions that keep our school system aligned with our long-term vision and Strategic Plan, even when those decisions are difficult.

During last night’s School Board work session, Superintendent Jared Cordon presented a recommendation to close Fir Grove Elementary at the conclusion of the 2026-27 school year. This would consolidate our elementary school system from eight schools to seven.

The recommendation follows years of facilities study and long-range planning and reflects several interconnected factors, including declining enrollment, available elementary school capacity, student experience and educational opportunity, aging facilities, financial pressures and responsible stewardship of taxpayer resources.

This is a recommendation, not a final decision. The School Board will consider the recommendation, supporting analysis and public input, with the goal of making a decision prior to the end of 2026.

Fir Grove is a valued part of Roseburg Schools. Generations of students have learned there, staff have dedicated themselves to helping students grow and families have built lasting relationships and a strong sense of community around their school.

We know a school is much more than a building, and we recognize how significant a change like this would be for the students, staff and families who make up the Fir Grove community.

At the heart of this recommendation is a larger goal: making sure we can continue strengthening the educational experience we provide students while building a school system that is sustainable for the future.

Over the past decade, enrollment across Roseburg Schools has declined nearly 11%, while we continue to operate essentially the same network of schools. Our elementary schools are using about 74% of their combined functional capacity, while state facility assessments identify approximately $47.7 million in elementary facility needs over the next 10 years.

Consolidating our elementary system would better align our schools, staff, facilities and resources and give us greater flexibility to invest in the people, programs and opportunities that directly support students. Concentrating enrollment across fewer schools can give the district greater flexibility to balance class sizes, avoid blended-grade classrooms and strengthen grade-level teaching teams.

Aligning to thrive means planning responsibly before challenges become crises. It means being willing to make difficult decisions when needed, using our resources responsibly and keeping our focus on providing the strongest educational experience possible for students.

No single factor led to the recommendation of Fir Grove. Student experience, enrollment, capacity, facility needs, transportation, finances, geography and the impact on students, families and staff were all considered.

We want our community to understand how this recommendation was reached, why Fir Grove was identified and how consolidation would shape our elementary school system moving forward.

It is with sadness and heavy hearts that we announce the passing of our beloved father, Ernest Basil Farley. He peacefully left this world on July 22, 2026 at the age of 94. While our hearts are heavy with grief, we find solace in honoring a life well-lived, filled with love, laughter and cherished memories. Ernie is survived by Gail Cole, his loving and caring partner of 4 years; his children, Sherry Whetstone (Dan) of Rescue, CA; Douglas Farley (Rosa) of Brownsville, TX, and James Farley (Mary) of Winston, OR, and stepchildren Terry Thomas (Steve) Roseburg, OR, and Susan Hand (John) of Oneonta, AL; his 13 grandchildren; and his 13 great-grandchildren. He is preceded in death by Rosemary Farley, his devoted first wife of 57 years and Catherine Farley, his loving second wife of one year four months. He is also preceded in death by his daughter Christine Payne, son-in-law Tom Payne; and stepchildren, Glynda Tucker and Bob Knapp; and his grandsons Shaun Foster and Channing Whetstone. Ernie also leaves behind many other relatives and life-long friends. Ernest Farley was born in Asher OK to the late Robert Farley and Laura Holt. When he was 6, his family moved to Tenmile, Oregon. Ernie proudly joined the U.S. Air Force in 1949 and was stationed in the Korean Peninsula. After he returned from Korea, he married his sweetheart, Rosemary in 1952. During his years of service, he and his family were stationed at Air Force bases in Arizona, Washington, California, Nebraska, Japan, and Arkansas. For his dedicated years of service and bravery, Ernie received the Distinguished Flying Cross, the Republic of Korea War Service Medal, and the U.S. Military Air Medal along with numerous other awards. After 23 years of distinguished service and achieving the rank of a Senior Master Sergeant, Ernie retired from the United States Air Force and moved to Roseburg, Oregon. Ernie found joy in the simple pleasures of life. Ernie’s favorite pastime was fishing and telling fishing stories. Ernie also loved spending time cheering on the Oregon Ducks, watching sports games on TV, traveling across country in his motor home and spending time visiting family and friends. The highlight of Ernie’s year always was the family vacations. Ernie’s greatest joy was spending time with his family. He was a family man through and through – a son, brother, father, grandpa, and friend – whose presence brought comfort and laughter to those around him. Ernie’s legacy lives in the hearts of all who knew and loved him. He will be deeply missed and forever remembered. Service details will be posted early spring 2027 on Taylor’s Family Mortuary’s website.

Mayor Larry Rich Announces He Will Not Seek Another Term

"The Douglas Forest Protective Association (DFPA) will lower the fire danger level and public use restrictions to HIGH, effective 12:01 a.m. on Wednesday, August 12, 2026, for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District. The change follows decreased temperatures and improved overnight moisture recovery.

With the level changing to HIGH, certain activities that were previously prohibited will be allowed during specific hours. Non-industrial power saw usage, the cutting, grinding, or welding of metal, the cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property will now be allowed before 10 a.m. or after 8 p.m.

There is no change to the Industrial Fire Precaution Level (IFPL), which will remain at Level 3 district wide.

DFPA also issued an enforcement warning, saying it has responded to multiple Public Use Restriction violations in the past week, including prohibited debris burning. The association reminded the public that violations will result in citations and fines. If an unauthorized fire escapes, causes damage, or requires firefighting resources, the responsible party may be liable for damages and suppression costs.

A violation will follow the offender for at least five years, according to DFPA, which noted that all violations are tracked statewide."

If an unauthorized fire escapes, causes damage, or requires firefighting resources, the responsible party may be liable for damages and suppression costs.

A violation will follow the offender for at least five years, according to DFPA, which noted that all violations are tracked statewide."

DFPA Fire Danger Level Drops to High Effective August 12

"CORRECTION: The Douglas Forest Protective Association is retracting the Public Service Announcement (PSA) issued earlier this morning and replacing it with the attached updated version.

The increase to Extreme Public Use Restrictions will become effective Tuesday, August 4, 2026, at 12:01 p.m. (noon).

PUBLIC USE RESTRICTION LEVEL INCREASE: EXTREME

DFPA NEWS RELEASE: Due to an increase in temperatures, decreased relative humidity, and critically dry fuel moisture conditions, effective TUESDAY, August 4, 2026, at 12:01 p.m. (NOON), the Fire Danger Level and Public Use Restriction Level will increase to EXTREME for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District.

Industrial Fire Precaution Levels (IFPL) on lands protected by the Douglas Forest Protective Association (DFPA) within the Douglas District will remain at IFPL LEVEL 3 in regulated use areas DG-1, DG-2, UA-1, UA-2, and all forestland within one-eighth mile thereof.

What does this change mean to the public?

The following activities are now PROHIBITED on protected lands within the Douglas District:

Non-industrial power saw use. Cutting, grinding, or welding of metal. Cutting, trimming, or mowing dried or cured grass. Operation of power-driven machinery for non-industrial improvement or development projects on private property.

The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements. These restrictions will remain in effect until replaced or terminated by an additional Closedown Order issued by the State Forester or an authorized representative.

Fire Season Public Safety Reminders

As fire danger reaches EXTREME, everyone has a responsibility to help prevent human-caused wildfires.

Please remember:

Never park or drive over dry grass. A vehicle's hot exhaust system or catalytic converter can ignite dry vegetation in seconds.

Maintain your vehicle and trailer. Inspect for dragging safety chains, worn brakes, leaking fluids, and other mechanical issues that could produce sparks or start a fire.

Open fires are PROHIBITED, including campfires, charcoal fires, cooking fires, and warming fires, except in designated locations where allowed.

Debris burning is PROHIBITED, including the use of burn barrels.

Fireworks, tracer ammunition, and exploding targets are PROHIBITED on protected lands.

Dispose of smoking materials properly. Never discard cigarettes or other smoking materials onto the ground or from a moving vehicle.

Know before you go. Check current fire restrictions and obey all posted closures and regulations before recreating outdoors.

Report smoke immediately by calling 9-1-1. Prompt reporting allows firefighters to respond quickly and increases the chances of keeping fires small.

With hot temperatures, low humidity, and dry fuels, a single spark can quickly become a fast-moving wildfire. Every fire prevented helps protect lives, homes, forests, and the firefighters who respond.

Maps of the affected area may be viewed at the State Forester's Office in Salem, Oregon, and at principal offices of the Forest Protection District. Definitions of words and phrases used in this proclamation may be found in ORS 477.001 and OAR 629-041-0005."
