The car was last seen at 0730 in the morning. About an hour later the car was recovered in the parking lot of the Human Bean on Harvard and Miller was inside it, and was arrested. After a short foot pursuit Lara was placed into custody without further incident. Officers checked the area and noticed the building had a shattered window and entrance was made inside. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 12/03/2019 (11:25 PM) LOCATION: 900 Block SE Stephens, Roseburg INCIDENT: Disorderly Conduct CASE #: 195736 PERSON(S): (S) Beckwith, Henry Daniel (40) Roseburg CHARGE(S): Disorderly Conduct II VEHICLE(S): DETAIL(S): Beckwith was out into the roadway doing hand stands and impeding traffic. When officers located him, he was yelling obscenities and fighting with another male who was trying to restrain him and keep him out of the roadway.
