An investigation revealed Hall was driving northbound on Winchester at a high rate of speed. When he approached the curve at the top of the hill, he lost control of his vehicle and careened up the bank on the right side of the road. Hall's vehicle flipped over onto its top and slid upside down into the roadway for approximately 50 feet. The vehicle came to rest about 200 feet past the location that it originally jumped the curb. Hall and his passenger received minor injuries in the form of cuts and scrapes, but they were otherwise uninjured and refused medical transport to the hospital. Roseburg Towing removed the vehicle, which was totaled. DISPO: Cited and Released. An Officer contacted Gilliland banging on the doors to the business. A subsequent investigation revealed the vehicle was reported stolen. The owner was contacted and he advised he did not know Gilliland, nor had he given him permission to use his vehicle. The vehicle was damaged due to Gilliland allegedly tampering with the steering column. DISPO: Lodged at Corrections. Multiple witnesses stated Quintero drove his vehicle from the corner of the church parking lot to where it was parked on the street when officers arrived.
