The Theft of Shopping Carts in Roseburg Needs to End
We need to come up with a community wide solution to deal with the rampant theft of shopping carts. I believe the solution needs to deal with 95% of the problem without involving our law enforcement resources as they have better things to do. I propose a city ordinance requiring stores with over 20 shopping carts to implement a deposit system. Carts are locked in a stall similar to what we already see at all airports, pay $1 to use a shopping cart, then get the $1 back when the cart is returned. We would likely never see another stray shopping cart again. It would also be enough to incentivize those that find shopping carts out in the wild to bring them back to the store to collect the $1 deposit. There would be some up front cost for the system, but stores are losing thousands of dollars per year to stolen carts. Then if someone is caught stealing a shopping cart, they are prosecuted for theft. Allowing the brazen theft and littering of shopping carts all over our town and into our rivers and streams needs to stop as it send a terrible message that we have no standards and are soft on crime. Stealing is not acceptable. Littering stolen goods into rivers, streams is not acceptable. Having all this done in broad daylight in our community is unacceptable and needs to end. Note: We have a shopping cart ordinance right now and it's had almost zero impact. It's time to try something else.
