The Douglas County Board of Commissioners approved an emergency drought order on Wednesday, April 29, making Douglas County the tenth in Oregon to formally declare drought conditions in 2026.

Public Works Director Scott Adams requested the declaration at the board's weekly business meeting. Wingstop plans to open their new restaurant in Roseburg this summer at 2040 NW Stewart Pkwy., with an opening window of late June to early July, according to Wingstop spokesperson Lauren Gracey.

"Wingstop is excited to expand our footprint in Oregon and bring our signature flavor to Roseburg," Lauren Gracey said in a statement.

The restaurant will be franchisee owned and operated. The chain currently operates 15 Oregon locations, all concentrated in the Willamette Valley and Portland metro area, from McMinnville north to Hillsboro and east to Gresham. Eugene and Springfield represent the chain's southernmost presence in the state. The Roseburg restaurant would extend that reach roughly 70 miles further south along the I-5 corridor.
