Perry was traveling east on Stewart Parkway.As Perry approached the intersection with Airport, he said his brakes did not work at all. Perry said he pumped his brakes to get them to function, but they did not activate until he was out in the intersection. Perry's front bumper collided with the driver's rear quarter panel of Stowell's vehicle. Stowell's vehicle was spun around in the intersection and suffered extensive damage. Stowell's infant daughter was seated in a car seat behind Stowell. No one was injured in the crash. All occupants were properly restrained. Roseburg Towing removed Stowell’s vehicle. Berard was not located the day of the incident, but later was contacted and charged with the theft. DISPO: Cited and Released.
