PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 08/19/2020 (11:57 AM) LOCATION: Garden Valley / I-5 Southbound Off Ramp, Roseburg INCIDENT: Non-Injury Vehicle Collision CASE #: 203617 PERSON(S): (D1) Phillips, Pauline Hedwig (100) Roseburg, (D2) Black, Amelia Rose (53) Yoncalla CHARGE(S): Pauline - Failure To Obey A Traffic Control Device(Red Light) VEHICLE(S): (Phillips) White 2005 Toyota Camry(OR#869BYU), (Black) Black 2018 Dodge Ram 2500(OR#855KPD) DETAIL(S): Phillips was driving a white 2005 Toyota Camry westbound on Garden Valley when she allegedly failed to stop for a red light and collided with a black 2018 Dodge Ram 2500 truck turning left onto Garden Valley from the southbound Interstate 5 off ramp. There were no complaints of injury from any of the involved parties. Phillips’ vehicle was towed by Walt’s and the other vehicle was driven from the scene. DISPO: Traffic Collision. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 08/19/2020 (12:47 PM) LOCATION: Edenbower / Aviation, Roseburg INCIDENT: Menacing CASE #: 203618 PERSON(S): (S) Smith, Michal A (36) Roseburg, (S) Bailey, Craig A (29) Roseburg(V) Row, Melissa S (38) Roseburg CHARGE(S): Smith – Menacing Warrant / Failure to Appear (Douglas County Circuit Court)Bailey – Disorderly Conduct II, Criminal Mischief II VEHICLE(S): DETAIL(S): An investigation of a large disturbance revealed Smith allegedly brought weapons to a confrontation with his ex-girlfriend, Row, and her new boyfriend, Bailey, and Smith had a warrant in Circuit Court, while the new boyfriend Bailey continued the confrontation past the point of self-defense and damaged a bicycle brought to the scene by Smith. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 08/19/2020 (01:24 PM) LOCATION: 929 Garden Valley, Roseburg (Fred Meyer) INCIDENT: Hit & Run CASE #: 203620 PERSON(S): (S) Moomey, Timothy P (64) Roseburg. CHARGE(S): Fail to Perform Duties of Driver VEHICLE(S): Moomey – 1996 Buick Century, OR plate ZJA097., 2019 Honda Pilot, OR plate 9W-5859. DETAIL(S): Surveillance video showed Moomey struck another vehicle in the parking lot and left the scene without making contact. Moomey was later caught driving the same vehicle, with an expired Washington driver license. DISPO: Cited and Released. PATROL: Roseburg Police OFFICER: RPD DATE/TIME: 08/19/2020 (05:00 PM) LOCATION: Jackson / Oak, Roseburg INCIDENT: Disorderly Conduct / Warrant Arrest CASE #: 203622 & 202808 PERSON(S): (S) Miles, Mari-Jo (58) Roseburg CHARGE(S): Disorderly Conduct II, Warrant – Failure to Appear (Roseburg Municipal) VEHICLE(S): DETAIL(S): Officers responded to the area for a female who was allegedly in the intersection stopping cars and directing traffic. When officers arrived on scene, Miles was in a heated argument with a driver that she would not let pass. Miles was detained for disorderly conduct and also had the listed warrant for her arrest.
